APRM’s Country Review Report on Egypt Commends Aswan Forum’s Role in Efforts to Combat Terrorism

The recently launched African Peer Review Mechanism (APRM) Country Review Report on Egypt commends Egypt’s counter-terrorism holistic approach that is built on two pillars: a security pillar and a developmental pillar. The Report further indicates that the Aswan Forum for Sustainable Peace and Development is one of Egypt’s significant initiatives in this context as a key platform for “strengthening regional and international cooperation in combating the threat of terrorism and extremism”. The report was launched at an event hosted by the Egyptian Ministry of Foreign Affairs on 22 February 2022.

Since its first edition in 2019, the Aswan Forum--a high-level platform that focuses on the Africa-specific operationalization of the interlinkages between sustaining peace and sustainable development--has stressed on the importance of combating terrorism. The Aswan Forum Conclusions on Sustainable Peace and Development in Africa emphasize the importance of investing in prevention efforts, and resilience-building; and the imperative of adopting holistic, whole-of-government, and whole of society approaches in curbing the spread of terrorism.

Additionally, the Report noted the important role of the Cairo International Center for Conflict Resolution, Peacekeeping and Peacebuilding (CCCPA), which serves as the Executive Secretariat of the Aswan Forum, in “strengthening the capacities of the neighboring countries on counterterrorism”.  In this regard, CCCPA is actively engaged in operationalizing the Aswan Forum Conclusions by strengthening African capacities through a range of activities, including training courses on both preventing radicalization and extremism leading to terrorism (PRELT) and its interlinkage with disarmament, demobilization, and reintegration (DDR).

The APRM is a mutually agreed instrument, voluntarily acceded to by African Union member states as a self-assessment and monitoring mechanism. It is considered “Africa’s unique and innovative tool” with the objective of sharing experiences and best practices in the aim of promoting good governance at the local, national, and continental levels.

تقرير مصر  في إطار الآلية الإفريقية لمراجعة النظراء يشيد بدور منتدى أسوان للسلم والتنمية المستدامين في إطار جهود مكافحة الإرهاب

أشاد تقرير المراجعة الدورية الخاص بمصر في إطار الآلية الإفريقية لمراجعة النظراء، والذي تم إطلاقه مؤخرا في فعالية نظمتها وزارة الخارجية المصرية يوم 22 فبراير الجاري، بالدور المحوري لمصر فيما يتعلق بجهود مكافحة الإرهاب، وثمن التقرير على مبادرة مصر بإطلاق منتدى أسوان للسلام والتنمية المستدامين في إطار تلك الجهود. وأكد تقرير الآلية  على أن المنتدى يُعد منصة رئيسية "لتعزيز التعاون الإقليمي والدولي لمكافحة تهديد الإرهاب والتطرف".

منذ إطلاقه عام 2019، يعمل المنتدى على دعم التعاون بين الفاعلين في مجالات السلم والأمن والتنمية بهدف تفعيل مقاربة الترابط بين الأبعاد الثلاثة الإنسانية والأمنية والتنموية واستخلاص الدروس المستفادة من تجارب الدول الأفريقية في مساعيها لتحقيق السلام والتنمية. وأوصت استخلاصات منتدى أسوان بحتمية الاستثمار في آليات داعمة للمقاربات الوقائية تعزيزاً لقدرة المجتمعات على الصمود حيال مخاطر الإرهاب وضرورة تبني مقاربة شاملة تشمل كافة أطياف الدولة والمجتمع للتصدي لظاهرة تفشي الإرهاب.

وقد سلط التقرير الضوء على الدور الهام الذي يقوم به مركز القاهرة الدولي لتسوية النزاعات وحفظ وبناء السلام، والذي يتولى مهام السكرتارية التنفيذية لمنتدى اسوان، في بناء قدرات الكوادر الأفريقية من خلال تنظيم سلسلة من الدورات التدريبية في إطار برامج المركز المتعلقة بالوقاية من التشدد والتطرف المؤدي للإرهاب ومجال نزع السلاح والتسريح وإعادة الدمج.

تجدر الإشارة إلى أن آلية مراجعة النظراء هي آلية مراقبة ذاتية تنضم إليها الدول الأعضاء في الاتحاد الأفريقي بشكل طوعي وتعد إحدى الأذرع الهامة للاتحاد الإفريقي التي تحرص مصر، كونها إحدى الدول المؤسسة لها، على الانخراط النشط في برامجها وفعالياتها، حيث تقوم هذه الآلية بتقييم تنفيذ الدول الإفريقية للمعايير الدولية والقارية لحقوق الانسان والحكم الرشيد والتنمية المستدامة. ومن ثم فهي توصف بأنها "نهج إفريقيا الفريد والمبتكر نحو إرساء مبادئ التنمية والحكم الرشيد".
